In short
Nothing that measures or advertises loads until you agree. On your first visit a banner offers “Reject all”, “Accept all” and “Choose”; “Cookie settings” in the footer reopens it at any time.
Until you agree, Google Consent Mode holds the measurement and marketing tags in a “denied” state and Google Tag Manager itself is not loaded, so no cookie is written.

“ag_consent” is not technically a cookie but a small record in your browser's local storage; it is never sent to a server and exists only to remember your choice.
